16Pŵer i addasu deddfwriaeth sy’n llywodraethu cynllun y taliad sylfaenol

(1)Caiff Gweinidogion Cymru, drwy reoliadau, addasu deddfwriaeth sy’n llywodraethu cynllun y taliad sylfaenol i’r graddau y mae’n cael effaith o ran Cymru.
(2)Yn y Ddeddf hon—
(a)ystyr cynllun y taliad sylfaenol yw Cynllun y Taliad Sylfaenol o dan Reoliad (EU) Rhif 1307/2013 Senedd Ewrop a’r Cyngor dyddiedig 17 Rhagfyr 2013 sy’n gosod rheolau ar gyfer taliadau uniongyrchol i ffermwyr o dan gynlluniau cymorth o fewn fframwaith y polisi amaethyddol cyffredin (“y Rheoliad Taliadau Uniongyrchol”);
(b)ystyr “deddfwriaeth sy’n llywodraethu Cynllun y Taliad Sylfaenol” yw’r ddeddfwriaeth a ganlyn, sy’n ddeddfwriaeth uniongyrchol yr UE a ddargedwir, ac unrhyw is-ddeddfwriaeth sy’n ymwneud â’r ddeddfwriaeth honno—
(i)y Rheoliad Taliadau Uniongyrchol;
(ii)unrhyw Reoliad Dirprwyedig y Cyngor, neu Reoliad Dirprwyedig y Comisiwn, a wnaed o dan y Rheoliad Taliadau Uniongyrchol;
(iii)unrhyw ddeddfwriaeth uniongyrchol yr UE a ddargedwir arall sy’n ymwneud â gweithredu cynllun y taliad sylfaenol.
