with the consent of the Scottish Ministers, promote private legislation in the Scottish Parliament,
(b)
oppose private legislation in the Parliament of the United Kingdom or the Scottish Parliament.
(2)
An application for consent under subsection (1)(a) must be accompanied by a concise summary of the purposes of the proposed legislation.

Such consent must be withheld if the Scottish Ministers consider that the powers sought by the private legislation could be obtained by means of an order under the 1968 Act or, as the case may be, the 1980 Act.
