(1)

Any function of the Commission may be exercised on its behalf—

(a)

by any person (whether or not a member of the Commission or its staff) authorised by the Commission to do so, and

(b)

to the extent so authorised.

(2)

Sub-paragraph (1) does not affect the Commission’s responsibility for the exercise of its functions.
