“Responsible individual” (used in sections 61 and 62) means an officer or agent of a registered social landlord who appears to the Regulator—
(a)to have been responsible for,
(b)to have facilitated or otherwise contributed to, or
(c)to have been privy to,
the F1... failure or other problem concerned.
