The Scottish Ministers may by regulations specify a time limit within which the permission required by section 46(3) or 48(3) must be sought.

A refusal to give the permission required by section 46(3) or 48(3) is not—
a
reviewable under section 43, or
b
appealable under section 46 or 48.
