Purpose and principles

Section 7: Duty to consult on principles, strategic plan and charter

15. When preparing a statement of principles in accordance with section 3, a strategic plan in accordance with section 5 or a charter in accordance with section 6 the Commissioner must consult the Scottish Parliamentary Corporate Body (“SPCB”), the advisory group which the Commissioner is required to establish by section 16 and any other person the Commissioner considers appropriate having regard to the importance of these documents reflecting patients’ concerns.

16. In considering who it would be appropriate to consult for the purposes of subsection (1), the Commissioner is to give particular consideration to groups whose needs are, in the Commissioner’s opinion, under-represented or given insufficient weight in discourses around health care.
