The competent authority, or the professional operator under the official supervision of the competent authority, must carry out checks and take any other action which is necessary or appropriate to ensure that:
(athe plants appear at least, on visual inspection, to be practically free from pests listed in the table below, in respect of the genera or species concerned;
(bany plants showing visible signs or symptoms of the pests listed in the table below, at the stage of the growing crop, have been treated properly immediately upon their appearance or, where appropriate, have been eliminated;
(cin the case of bulbs of shallots and garlic, the plants derive directly from material which, at the stage of the growing crop, has been checked and found to be practically free from any pest listed in the table below.]
