ROAD TRAFFIC AND VEHICLES

To be laid before Parliament under paragraph 3(3) of Schedule 1 to the Northern Ireland Act 1974
Coming into operation

The Department of the Environment, in exercise of the powers conferred on it by Article 50(4)(a) of the Road Traffic (Northern Ireland) Order 1981(1) and of every other power enabling it in that behalf, hereby makes the following Order:
1.—(1) This Order may be cited as the Roads (Speed Limit) (No. 2) Order (Northern Ireland) 1996 and shall come into operation on 21st March 1996.
(2) In this Order “the 1981 Order” means the Road Traffic (Northern Ireland) Order 1981.
2. The rate of speed fixed by Article 50(1) of the 1981 Order shall be increased from 30 miles per hour to 40 miles per hour in relation to the restricted roads specified in Schedule 1.
3. In relation to the length of Comber Road, Route A21, Newtownards, from a point approximately 457 metres south of Court Street/South Street junction, to a point approximately 657 metres south of that junction, the rate of speed fixed by Article 50(1) of the 1981 Order shall be reduced from 40 miles per hour to 30 miles per hour.
4. The rate of speed fixed by Article 50(1) of the 1981 Order shall be reduced from 30 miles per hour to 20 miles per hour in relation to the restricted roads specified in Schedule 2.
5. Item 3 of Schedule 1 to the Roads (Speed Limit) (No. 2) Order (Northern Ireland) 1988(2) is hereby revoked.

1. Ardnabannon Road, Route A25, Annsborough, Castlewellan, from its junction with Ballylough Road, Route B175, to a point approximately 225 metres north-east of that junction.
2. Mill Hill, Route A25, Castlewellan, from its junction with Ballylough Road, Route B175, to a point approximately 1,345 metres south-west of that junction.
3. Bangor Road, Route A21, Newtownards, from a point approximately 35 metres north of its junction with Rosevale Avenue, to a point approximately 690 metres north of its junction with North Road.
4. Comber Road, Route A21, Newtownards, from a point approximately 657 metres south of Court Street/ South Street junction, to a point approximately 2,031 metres south of that junction.
5. Crawfordsburn Road, Route C251, Newtownards, from a point approximately 530 metres north of its junction with Mountain Road, to a point approximately 1,528 metres north of that junction.

1. Carlisle Avenue, Ballynahinch.
2. Carlisle Park, Ballynahinch.
3. Craigs Road, Ballynahinch.
4. Glenlough, Ballynahinch.
5. Glenlough Park, Ballynahinch.

This Order:
(a)increases from 30 miles per hour to 40 miles per hour the speed limit on the restricted roads specified in Schedule 1 (Article 2);
(b)reduces from 40 miles per hour to 30 miles per hour the speed limit on the restricted road specified in Article 3;
(c)reduces from 30 miles per hour to 20 miles per hour the speed limit on the restricted roads specified in Schedule 2 (Article 4); and
(d)revokes the provision described in Article 5, which is spent.
