The Department of Health and Social Services, in exercise of the powers conferred on it by Articles 6(2) and (5), 11(1) and (10), 14(1) and (4), 15(1), 21(7) and (8) and 22(4), (5) and (6) of, and paragraphs 1, 5, 8, 10, 16 and 17 of Schedule 1 to, the Jobseekers (Northern Ireland) Order 1995(1) and of all other powers enabling it in that behalf, hereby makes the following Regulations:
