The Department of Agriculture and Rural Development is designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to the common agricultural policy of the European Community.
These Regulations make provision for a purpose mentioned in section 2(2) of that Act and it appears to the Department that it is expedient for references to Regulation (EC) No 2160/2003 of the European Parliament and of the Council on the control of salmonella and other specified food-borne zoonotic agents(3) and for certain provisions of other Community instruments to be construed as references to that Regulation and those provisions as amended from time to time.
The Department of Agriculture and Rural Development makes the following Regulations in exercise of the powers conferred by section 2(2) of, as read with paragraph 1A of Schedule 2(4) to, the European Communities Act 1972 and section 56(1), (2) and (5) of the Finance Act 1973(5).
In accordance with section 56(1) and (5) of the Finance Act 1973, the Department of Finance and Personnel consents to the making of these Regulations.
1.—(1) These Regulations may be cited as the Zoonoses (Fees) (Amendment) Regulations (Northern Ireland) 2014 and shall come into operation on 1st April 2014.
(2) The Interpretation Act (Northern Ireland) 1954(6) shall apply to these Regulations as it applies to an Act of the Northern Ireland Assembly.
2.—(1) The Zoonoses (Fees) Regulations (Northern Ireland) 2011(7) shall be amended in accordance with paragraph (2).
(2) For the Schedule substitute the Schedule to these Regulations.

These Regulations amend the Zoonoses (Fees) Regulations (Northern Ireland) 2011.
They make provision for the Department to charge fees for activities required under Commission Regulation (EC) No. 1003/2005, Commission Regulation (EC) No. 1168/2006, Commission Regulation (EC) No. 646/2007, Commission Regulation (EC) No. 584/2008, Regulation (EC) No. 2160/2003 and Commission Regulation (EC) No. 1237/2007. The activities and the fees are listed in the Schedule.
A regulatory impact assessment, which includes compliance cost assessment of the effect that these Regulations are likely to have on business costs, has been placed in the Library of the Assembly.
