5. The fourth circumstance is where the claimant becomes entitled to an employment and support allowance before 3rd April 2017 by virtue of—
(a)regulation 19(1) and paragraph 16 of Schedule 4 to the Social Security (Claims and Payments) Regulations (Northern Ireland) 1987(1); or
(b)regulation 27 of the Universal Credit, Personal Independence Payment, Jobseeker’s Allowance and Employment and Support Allowance (Claims and Payments) Regulations (Northern Ireland) 2016(2).
