The Department of Health M1 makes the following Regulations in exercise of the powers conferred by sections 25B and 25F(2) of the Public Health Act (Northern Ireland) 1967 M2.

Citation, commencement and interpretationN.I.

1.—(1) These Regulations may be cited as the Health Protection (Coronavirus, International Travel) (Amendment No. 9) Regulations (Northern Ireland) 2021 and shall come into operation at 4.00 am on 19th March 2021.

(2) In these Regulations, “the principal Regulations” means the Health Protection (Coronavirus, International Travel) Regulations (Northern Ireland) 2020 M3.

Amendment of the Health Protection (Coronavirus, International Travel) Regulations (Northern Ireland) 2020N.I.

2.  The principal Regulations are amended in accordance with regulations 3 to 7.

Amendment to regulation 3N.I.

3.  In regulation 3(10) (requirement to provide information), for “14th day” substitute “ 10th day ”.

Amendments to regulation 4N.I.

4.  In regulation 4 (requirement to self-isolate)—

(a)in paragraph (1A) for “14th day” substitute “ 10th day ”;

(b)in paragraph (13) for “14th day” substitute “ 10th day ”.

Amendment to regulation 4BN.I.

5.  In regulation 4B(2)(c) (prohibition on arrival of aircraft into Northern Ireland) M4 for “the aircraft is”, on the first occasion it appears, substitute “ an aircraft ”.

Amendments to Schedule 5N.I.

6.  In Schedule 5 (countries or territories subject to additional measures)—

(a)in the appropriate places insert “ Ethiopia ”, “Oman”, “Qatar” and “Somalia”;

(b)omit the entries for “Mauritius” and “Portugal”.

Amendments to Schedule 6N.I.

7.  In Schedule 6 (prohibition on arrival of aircraft and vessels)—

(a)in paragraph 1 (aircraft)—

(i)omit the entries for “The Azores”, “Madeira” and “Portugal”;

(ii)in the appropriate places insert “ Ethiopia ”, “Oman” and “Qatar”;

(b)in paragraph 2 (vessels), for “The Azores”, “Madeira” and “Portugal” substitute “No countries or territories are listed for the purposes of regulation 4C(1) (prohibition of arrival of vessels into Northern Ireland)”.

Transitional and saving provisionN.I.

8.  In relation to any person who arrived in Northern Ireland before the coming into operation of these Regulations, the principal Regulations apply as if the amendments made by regulations 3 to 7 had not been made.

Explanatory Note

(This note is not part of the Regulations)

These Regulations amend the Health Protection (Coronavirus, International Travel) Regulations (Northern Ireland) 2020 (S.R. 2020 No. 90) (“the principal Regulations”) to—

(a)

amend the travel history period from 14 days to 10 days in relation to countries considered to be high risk and subject to additional measures;

(b)

correct a drafting error in regulation 4B;

(c)

to include “Ethiopia”, “Oman”, “Qatar” and “Somalia” in the list of countries or territories subject to additional measures in Schedule 5;

(d)

to omit “Mauritius” and “Portugal” from the list of countries or territories subject to additional measures in Schedule 5;

(e)

to omit “The Azores”, “Madeira” and “Portugal” from both the list of countries and territories referred to in regulation 4B(1) (prohibition on arrival of aircraft into Northern Ireland) and the list of countries and territories referred to in regulation 4C(1) (prohibition on arrival of vessels into Northern Ireland);

(f)

to include “Ethiopia”, “Oman” and “Qatar” in the list of countries and territories referred to in regulation 4B(1) (prohibition on arrival of aircraft into Northern Ireland).
