Refusal of an approval or licence S

32.  If the Scottish Ministers refuse to grant [F1 a relevant approval or a licence, or grant a relevant approval or a] licence subject to conditions, they must–

(a) give their reasons in writing; and

(b) explain the right of the applicant to request a review of the decision to refuse to grant [F1 a relevant approval or a licence, or grant a relevant approval or a] licence subject to conditions under regulation 36.
