4.—(1) In these Regulations “young person” means a person who falls within the definition of “qualifying young person” in section 142 of the 1992 Act M1 (child and qualifying young person).
(2) Paragraph (1) does not apply to a person who—
(a)is on income support, an income-based jobseeker's allowance or an income-related employment and support allowance or has an award of universal credit; or
(b)is a person to whom section 6 of the Children (Leaving Care) Act 2000 M2 (exclusion from benefits) applies.
