1.  Any building or room used for the retail sale or hire of goods or services, including— S

(a) restaurants, including restaurants and dining rooms in hotels or members' clubs,

(b) cafes, except workplace canteens,

(c) bars, including bars in hotels or members' clubs,

(d) public houses.
