[F1[49A(1)Subject to regulations under subsection 2 below, a local authority may pay any member of the authority who is a councillor an allowance, in addition to any allowance under sections 45, 46 or 47 above, if they are satisfied that he has special responsibilities in relation to the discharge of the functions of the authority.

(2)The Secretary of State may make regulations specifying—

(a)rates which allowances under this section are not to exceed; and

(b)the total amount which a local authority may pay under this section in a financial year.

(3)Regulations under subsection (2) above may apply—

(a)to local authorities in general; or

(b)to any particular local authority specified in the regulations; or

(c)to any class of local authorities so specified.]]
