27 [F1 Members of the public .] E+W

(1) [F2 In this Part of this Act, “member of the public” means an individual or a body of persons, whether incorporated or not, other than— ]

(a) a local authority or other authority or body constituted for purposes of the public service or of local government [F3 (including [F4 the Welsh Ministers, the National Assembly for Wales Commission or the] the National Assembly for Wales)], or for the purposes of carrying on under national ownership any industry or undertaking or part of an industry or undertaking;

(b) any other authority or body whose members are appointed by Her Majesty or any Minister of the Crown or government department [F5 or by the [F6 Welsh Ministers]] , or whose revenues consist wholly or mainly of moneys provided by Parliament [F5 or the [F6 Welsh Ministers]] .
