2 Secretary of State may prescribe standards, etc., for education authorities. S

The Secretary of State may make regulations prescribing the standards and general requirements to which every education authority shall conform in discharging their functions under section 1 of this Act [F1 and without prejudice to the generality of the foregoing, such regulations may include provision as to the testing of pupils in primary schools.]
