128 Penalty for using access which has been stopped up.E+W
Any person who uses an access which has been stopped up by virtue of section 124, 125 or 127 above other than a person exercising a public right of way is guilty of an offence and liable to a fine not exceeding [F1level 3 on the standard scale].
