(1)No charges, other than those for the purpose of recovering administrative expenses attributable to the exercise by the [F1Agency] of its functions in relation to the application for the licence, shall be levied in respect of water authorised by a licence to be abstracted for use in the production of electricity or any other form of power by any generating station or apparatus of a capacity of not more than five megawatts.
