3E+W+SIn subsection (2) of section 130 of that Act (housing benefit), for the words from “mortgage payments" to the end there shall be substituted the following paragraphs—
“(a)payments to a billing or levying authority in respect of council tax; or
(b)mortgage payments, or, in relation to Scotland, payments under heritable securities.”
