20(1)The [F1National Assembly for Wales] may publish proposals for an alteration of the school as a result of which it will no longer provide education suitable to the requirements of pupils who are over compulsory school age.E+W
(2)The proposals shall contain such information and be published in such manner as may be prescribed.
(3)Before publishing proposals the [F2National Assembly for Wales] shall F3... consult such persons as they consider appropriate.
