C1Sch. 2: transfer of functions (12.1.2004) by The Transfer of Functions (Children, Young People and Families) Order 2003 (S.I. 2003/3191), arts. 1(2), 3, 4
10(1)Subject to any directions given by the [F1Secretary of State], the Service may do anything which appears to it to be necessary or expedient for the purpose of, or in connection with, the exercise of its functions.E+W
(2)That includes, in particular—
(a)holding land and other property,
(b)entering into contracts,
(c)investing sums not immediately required for the purpose of performing its functions,
(d)accepting gifts.
(3)But the Service may not borrow money, whether by way of overdraft or otherwise, without the approval of the [F1Secretary of State].
