Before making any regulations under this Part, the Secretary of State shall consult with—
(a)the Commission;

(ba)the Mayor's Office for Policing and Crime;
(bb)the Common Council;]
(c)the Association of Chief Police Officers; and]
(d)such other persons as he thinks fit.
