In its application to Wales, this Part, except section 19 and Schedule 1, has effect as if for any reference to the Secretary of State there were substituted a reference to the [F1Welsh Ministers].
[F2(1A)Subsection (1) does not apply to section 21 to the extent that it confers functions on the Secretary of State in relation to a person or body that—
(a)is a relevant authority for the purposes of the Local Audit and Accountability Act 2014, and
(b)exercises functions in relation to an area that is partly in England and partly in Wales.]
