19(1)Subject to any directions given by the [F1Welsh Ministers]F1, the Commissioner may do anything (including acquire or dispose of any property or rights) which is calculated to facilitate, or is conducive or incidental to, the discharge of his functions.E+W
(2)A direction given by the [F2Welsh Ministers]F2 under sub-paragraph (1) may be amended or revoked by a subsequent such direction.
