75Decision-making by the PanelE+W+S
[F1(A1)If the members of a Panel with two members disagree as to a proposed decision by the Panel, the view of the lead member is to prevail.]
(1)The making of a decision by [F2a Panel with three or more members] requires the agreement of a majority of its members.
(2)The lead member has a second (or casting) vote in the event that the number of members of the Panel agreeing to a proposed decision is the same as the number of members not so agreeing.
