43.All the Act’s provisions other than section 6 (extent, commencement and short title) are to be commenced by regulations by the Secretary of State.
44.The Government envisages that the regulations will provide for sections 2 to 4 to be commenced on a common commencement date since they have an impact on business, and for section 5 and the Schedule to be commenced as agreed in discussions with the PSA and the professional regulators concerned.
