The Commissioners of Customs and Excise, in exercise of the powers conferred on them by sections 24(2) and 72(1) of the Miscellaneous Transferred Excise Duties Act (Northern Ireland) 1972(1) and paragraphs 1 and 7 of Schedule 2 to that Act and now vested in them by virtue of Article 4(2) of the Northern Ireland (Modification of Enactments—No. 1) Order 1973(2) and of all other powers enabling them in that behalf, hereby make the following Regulations:—
