The Secretary of State for Wales makes this Instrument in exercise of powers conferred by section 106(3) of the Highways Act 1980(1) and of all other enabling powers.
1. The County Council of Clwyd (A525 St Asaph—Rhyl Road, Rhuddlan Bypass Stage II) River Clwyd Bridge Scheme 1992 is hereby confirmed without modification.
2. The said Scheme as confirmed (hereinafter referred to as “the Scheme”) is set out in the Schedule hereto and copies of the Scheme with its accompanying plan are deposited at the Welsh Office Repository, Curran Embankment, Cardiff and at the offices of Clwyd County Council, Shire Hall, Mold, Clwyd.
3. The Scheme will become operative on the date on which notice that it has been confirmed is first published in accordance with paragraph 1 of Schedule 2 to the Highways Act 1980.
4. This Instrument may be cited as the County Council of Clwyd (A525 St Asaph—Rhyl Road, Rhuddlan Bypass Stage II) River Clwyd Bridge Scheme 1992 Confirmation Instrument 1993.

The County Council of Clwyd (hereinafter referred to as “the Council”) makes this Scheme in exercise of its powers under section 106(3) of the Highways Act 1980 and of all other enabling powers:—
1. The Council is hereby authorised to construct over the navigable waters of the River Clwyd (Afon Clwyd) south-west of Rhuddlan the bridge specified in the Schedule to this Scheme, as part of the new highway which the Council is proposing to construct in the Borough of Rhuddlan and County of Clwyd, known or to be known as THE A525 RHUDDLAN BYPASS STAGE II, classified as a Principal Road, and intended to provide a new dual carriageway bypass of the town of Rhuddlan, and designed to run between the existing Morfa Lodge roundabout at the junction of the A525 and A547 roads south-west of the town in a generally north-north-easterly direction over the River Clwyd by means of the said bridge to a new roundabout (to be known as the Bryn Cwybr roundabout) with connecting roads to link with the existing A525 road north of Rhuddlan.
2. This Scheme may be cited as the County Council of Clwyd (A525 St Asaph—Rhyl Road, Rhuddlan Bypass Stage II) River Clwyd Bridge Scheme 1992.
1. Location — The River Clwyd south-west of the Town of Rhuddlan in the Community and Borough of Rhuddlan and County of Clwyd (Ordnance Survey Map Ref.SJ 019781).
2. Points of Commencement and Termination — From a point on the south-westerly flood bank of the River Clwyd approximately 275 metres north-west of the existing A525 road bridge and over the river to a point on the north-easterly flood bank approximately 285 metres north-west of the existing bridge.
3. Main Span — 41.64 metres minimum clear square span.
4. Headway — 8.0 metres minimum above water level of 2.8 metres (AOD Newlyn).
5. Approach Spans — Single spans each of 40.0 metres to the south-west and north-east of the main span.
6. Waterway — As existing.
7. Construction — The bridge will consist of an eleven span deck supported on reinforced concrete piers and abutments located clear of the river channel in normal flow conditions.
8. Plans — The position and general design of the bridge are shown on the Plans attached hereto (Drawing Number A525/2305/66/C).
