62.—(1) Except in the circumstances set out in paragraphs (2) and (3) a young person to whom section 3(1)(f)(ii) or (iii) [F1or section 3A(1)(e)(i) or (ii)] applies other than one falling within regulation 61(1)(a) or (f), must register with the Careers Service [F2or the Connexions Service] for both employment and training.
(2) A young person who is unable to register with the Careers Service [F2or the Connexions Service] because of an emergency affecting the Careers Service [F2or the Connexions Service] such as a strike or fire must register with the Employment Service for both employment and training.
(3) A young person who would suffer hardship because of the extra time it would take him to register with the Careers Service [F2or the Connexions Service] must register with the Employment Service for both employment and training.
