7. In respect of any passenger ship which is not F2...[F3 a United Kingdom passenger ship,] on any voyage from any landing point outside the [F4territory [F5of] the United Kingdom] to the United Kingdom [F6the owner shall—
(a)communicate information as to the total number of persons on board the ship in accordance with regulation 5(4); and
(b)report the information specified in regulation 6(3) in accordance with regulation 6(2)(b)].
