The Secretary of State, after consulting the persons referred to in section 86(4) of the Merchant Shipping Act 1995 M1, in exercise of powers conferred by sections 85(1)(a) and (b), (3), (5) to (7) and 86(1) of that Act and of all other powers enabling him in that behalf, hereby makes the following Regulations:
