Any payment made by a local authority in accordance with section 17, [F123B,] 23C or 24A of the Children Act 1989 M1 or, as the case may be, section 12 of the Social Work (Scotland) Act 1968 M2 or section [F222,] 29 or 30 of the Children (Scotland) Act 1995 (provision of services for children and their families and advice and assistance to certain children).
