21. In regulation 32(2) (extension of the period for an authority's decision on a planning application), for sub-paragraph (a) substitute—
“(a)for each of the references in paragraph (2)(a) and (b) of that article to a period of 13 and 8 weeks respectively there were substituted a reference to a period of 16 weeks;”
