11.—(1) This article applies in relation to any children and young people’s plan (“the current plan”) prepared by a [F1local authority] under section 17 of the Children Act 2004 (“the 2004 Act”) and which has effect immediately before 1st April 2010.
(2) The current plan is to continue to have effect until the relevant date.
(3) The “relevant date” is the date on which the Children’s Trust Board established by arrangements made by the [F2local authority] under section 10 of the 2004 Act publishes a new children and young people’s plan.
(4) For the purposes of this article and article 12, a “new children and young people’s plan” means a children and young people’s plan published in accordance with regulations under section 17 of the 2004 Act, as substituted by section 194(3) of the Act.
