The Secretary of State for Work and Pensions makes the following Regulations in exercise of the powers conferred by sections 130(2) and (7), 131(1), (3) and (11), 132(8) and 133(1) and (2) of the Welfare Reform Act 2012 M1 .

In respect of provisions in these Regulations relating to housing benefit, the Secretary of State has consulted with organisations appearing to him to be representative of the authorities concerned M2 .
