The Secretary of State for Education, makes the following Regulations in exercise of the powers conferred by sections 22C(11), 26(3) to (3B), 104(4) of and paragraph 12F(1)(b) of Schedule 2 to the Children Act 1989(1), sections 1(1) and (3) of the Adoption (Intercountry Aspects) Act 1999(2) and sections 4, 9(1)(a), 11(2) and (3), 12, 45(1) and (2), 54, 83(4) and (5), 94(1), 140(7) and (8) and 142(5) of the Adoption and Children Act 2002(3), and after consultation with the Welsh Ministers.
1989 c.41. Section 22C was inserted by section 8(1) of the Children and Young Persons Act 2008 (c.23) (’the 2008 Act’); sections 26(3A) and (3B) were inserted by the Adoption and Children Act 2002 (c.38); section 104(4) was amended by section 39 of, and Schedules 3 and 4 to, the 2008 Act and paragraph 12F of Schedule 2 was substituted by paragraph 4 of Schedule 1 to the 2008 Act. For the definition of “prescribed” see section 105(1).
2002 c.38. Section 12 was amended by section 57 of the Children Act 2004 (c.31) and by sections 34 and 42 of, and Schedule 4 to, the 2008 Act. Section 83 was amended by the Children and Adoption Act 2006 (c.20). See section 144 for the definition of “regulations”.

Impact Assessments generally accompany all UK Government interventions of a regulatory nature that affect the private sector, civil society organisations and public services. They apply regardless of whether the regulation originates from a domestic or international source and can accompany primary (Acts etc) and secondary legislation (SIs). An Impact Assessment allows those with an interest in the policy area to understand:
