72.  Regulation 44 (other exception) has effect as if—

(a) in paragraph (1)(a), for “recommendation”, there were substituted “ preliminary decision ”;

(b) in paragraph (1)(b) for “its”, in both places where it occurs, there were substituted “the Secretary of State's”.
