12. In section 8D (application for certification), in subsection (3)—
(a)omit “on or after 3 March 2013”;
(b)for “third country”, in both places, substitute “ country outside the United Kingdom ”;
(c)in paragraph (a), omit “and the European Commission”;
(d)in paragraph (b)—
(i)omit “to the Secretary of State”;
(ii)omit “or any other EEA state”.
