The Minister for the Cabinet Office makes these Regulations in exercise of the powers conferred by sections 1(1)(a), 4(1)(c) and 5(1) of the Trade Act 2021(1), regulations 5A and 84A(1) and (3) of the Public Contracts Regulations 2015(2), regulations 9A and 65ZA(1) and (3) of the Concession Contracts Regulations 2016(3) and regulations 16A and 119A(1) and (3) of the Utilities Contracts Regulations 2016(4).
