The Secretary of State makes these Regulations in exercise of the power in section 14Z25(9) of the National Health Service Act 2006(1).
Citation, commencement and extent
1.—(1) These Regulations may be cited as the National Health Service (Areas of Integrated Care Boards: Appointed Day) Regulations 2022.
(2) These Regulations come into force on 1st July 2022.
(3) These Regulations extend to England and Wales.
Appointed day
2. The day appointed under section 14Z25(9) (integrated care boards) of the National Health Service Act 2006 is 1st July 2022.

EXPLANATORY NOTE
(This note is not part of the Regulations)
The Health and Care Act 2022 (c. 31) (“the 2022 Act”) amended the National Health Service Act 2006 (c. 41) (“the 2006 Act”) to provide for, amongst other things, the establishment of integrated care boards and the abolition of clinical commissioning groups.
New section 14Z25(4) of the 2006 Act requires the statutory body known as NHS England (formerly the National Health Service Commissioning Board) to ensure that, on and after the appointed day, the areas of integrated care boards together cover the whole of England. New section 14Z27(1) of the 2006 Act abolishes any clinical commissioning group existing immediately before the appointed day at the beginning of that day. These Regulations appoint 1st July 2022 for these purposes.
An impact assessment has not been published for these Regulations as no, or no significant, impact on the private, voluntary or public sector is foreseen independent of the provisions in relation to which these Regulations appoint a day. 2006 c. 41. Section 14Z25 was inserted by section 19 of the Health and Care Act 2022 (c. 31). “Regulations” is defined in section 275 of the National Health Service Act 2006 (“the 2006 Act”). By virtue of section 271(1) of the 2006 Act, the power exercised in making these Regulations is exercisable by the Secretary of State only in relation to England.
