The Secretary of State makes these Regulations in exercise of the power conferred by section 8(1)(a) of the National Security Act 2023(1).
The Secretary of State, having regard to the matters listed in section 8(3) of that Act, reasonably considers it necessary to designate the land and building specified in these Regulations as a prohibited place in order to protect the safety or interests of the United Kingdom.
1.—(1) These Regulations may be cited as the National Security Act 2023 (Prohibited Place) Regulations 2024 and come into force 21 days after the date on which they are laid.
(2) These Regulations extend to England and Wales, Scotland and Northern Ireland.
2. The Counter Terrorism Operations Centre, Empress State Building, Empress Approach, Lillie Road, West Brompton, SW6 1TR is designated as a prohibited place.

These Regulations designate a site connected to the prevention of terrorism as a prohibited place for the purposes of sections 4 to 6 of the National Security Act 2023 (c. 32).
The designation of the site is to protect the safety and interests of the United Kingdom.
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private or voluntary sector, or community bodies is foreseen.
