2.—(1) In these Regulations, unless the context requires otherwise—

[F2approved operation or approved setting up cost” (“gweithrediad a gymeradwywyd neu gost sefydlu a gymeradwywyd”) means an operation or setting up cost which the Welsh Ministers have approved in writing for the receipt of financial assistance, and “approve” (“cymeradwyo”) and “approval” (“cymeradwyaeth”) are to be construed accordingly;]

authorised person” (“person awdurdodedig”) means a person authorised by the National Assembly for the purposes of these Regulations, and includes any duly appointed official of the Commission who accompanies such an authorised person;

beneficiary” (“buddiolwr”) means a person who has been granted financial assistance [F3or a person who has taken over the commitments of such a person];

the Commission” (“y Comisiwn”) means the Commission of the European Communities;

Community assistance” (“cymorth Cymunedol”) means assistance from the European Agricultural Fund for Rural Development, granted pursuant to the Community legislation;

the Community legislation” (“y Ddeddfwriaeth Gymunedol”) means the instruments listed in the Schedule;

financial assistance” (“cymorth ariannol”) means an amount paid or payable under these Regulations;

the National Assembly” (“y Cynulliad Cenedlaethol”) means the National Assembly for Wales;

operation” (“gweithrediad”) has the meaning given to it in Council Regulation 1698/2005 of 20 September 2005 on support for rural development by the European Agricultural Fund for Rural Development (EAFRD);

[F2setting up cost” (“cost sefydlu”) means the expenditure incurred or to be incurred in the setting up of young farmers pursuant to Article 7 of Commission Regulation (EC) No 1857/2006 of 15 December 2006 on the application of Articles 87 and 88 of the Treaty to State aid to small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001.]
