2. The appointed day for the coming into force of the following provisions of the Act, so far as those provisions are not already in force, is 5 October 2015—
(a)section 4 (designating strategic planning areas and establishing strategic planning panels); and
(b)Part 1 of Schedule 1 (constitution and financial arrangements of panels).
