The Regulations in Part I of this instrument are made by the Secretary of State for Transport, the Secretary of State for Scotland and the Secretary of State for Wales acting jointly in exercise of the powers conferred upon them by section 64 of the Road Traffic Regulation Act 1984(1) and by section 36(5) of the Road Traffic Act 1988 and of all other enabling powers.
