Explanatory Note

(This note is not part of the Order)

This Order transfers areas between the counties of Essex and Hertfordshire, affecting the boundaries of the Essex districts of Epping Forest, Harlow and Uttlesford, and ofthe Hertfordshire districts of Broxbourne and East Hertfordshire. Consequential changes to parishes, unparished areas, local government electoral areas, petty sessional divisions and coroners' districts are made.

The map and table forming part of this note (Pages 8 and 9) give a general guide to the areas affected. Prints of the detailed maps (described in article 2) may be inspected at all reasonable times at the offices of the council for each district affected, and additionally at the offices of the Secretary of State for the Environment located in 2, Marsham Street, London SW1P 3EB.

In approximate terms, the parts of Essex transferred to Hertfordshire have a total area of 170 hectares, and 500 inhabitants, and the parts of Hertfordshire transferred to Essex have a total area of 260 hectares and a population of 60.

The Local Government Area Changes Regulations 1976 contain general provisions regarding the effect of orders such as this one.

Transfers—Description of main areas transferred—
From Essex to Hertfordshire (Article 3)

Roydon/Hunsdon transfer of open land to the north-east of Roydon Lock.

Birchanger/Bishop’s Stortford transfer of area south of A1250 road and east of the M11 motorway.

Great Hallingbury/Bishop’s Stortford transfer of area including part of Boundary Road, and of Dimsdale Crescent.

Great Hallingbury/Bishop’s Stortford transfer of area lying to north-east of Great Beldams and to north-west of Little Beldams.

From Hertfordshire to Essex (Article 4)

Bishop’s Stortford/Birchanger transfer of land to south of A120 road, including the area known as Woodside.

Bishop’s Stortford/Great Hallingbury transfer of area at Start Hill, including part of the M11 motorway and of the A120 road.

Transfers from Hunsdon and Eastwick to Harlow of area at Eastwick Mead, lying to the south of River Stort and to the north of Canons Brook.

Transfer Sawbridgeworth/Sheering of area to the east of Hallingbury Road and Great Hyde Hall, including Spill Timber Wood, Oak Spring, Little Hyde Hall Farm and Eighteenacre Spring.

Realignments of Boundaries in the Following Areas—

(i)to centre of River Lee Navigation at—

(a)Nazeing/Broxbourne, in vicinity of Carthagena Estate, Nazeing Mead and Boating Lake, Keysers Estate, and Turnford Marsh; and

(b)Waltham Abbey/Broxbourne, in vicinities of Holyfield Marsh, Cheshunt Marsh, Station Road, Lea Road, Seventy Acres, Turnershill Marsh, Thistly Marsh and Holdbrook.

(ii)to centre of River Stort at—

(a)Sheering/Sawbridgeworth, near Feakes Lock;

(b)Harlow/Gilston/Sawbridgeworth, in vicinities of Town Park, Fiddler’s Brook, Latton Island and Harlow Mill Bridge;

(c)Little Hallingbury/Sawbridgeworth, in the Wallbury, Tednambury Farm and Thorley Wash areas;

(d)Broxbourne/Roydon, at Glen Faba;

(e)Albury/Farnham, near The Maltings; and

(f)Thorley/Little Hallingbury, west of Port Lane.

(iii)Other realignments at—

(a)Roydon/Stanstead Abbots, near Hunsdon Brook, and also at the water sewage works;

(b)Farnham/Bishop’s Stortford, near Bloodhounds Wood and Wickham Hall; and

(c)Albury/Farnham, near Moorfield Spring and Parkfield Spring.
