2. In paragraph (2) of regulation 1 of the Principal Regulations (citation, commencement and interpretation)—
(a)for the definition of “area” there shall be substituted the following definition—
““area” in relation to each Committee means the places specified in column 2 of Schedule 1 opposite the name of the Committee;”;
(b)after the definition of “Committee” there shall be inserted the following definition—
““local authority” means, in relation to a War Pensions Committee—
in England, the council of a county, district or London borough, the Council of the Isles of Scilly, the Common Council of the City of London, or a shadow authority, within the meaning of the Local Government Changes for England Regulations 1994(1) but excludes a council listed in Schedule 1A (excepted authorities);
in Scotland—
in the period prior to 1st April 1996, a council in respect of which an ordinary election of councillors took place on 6th April 1995 or an islands council;
in any period from and including 1st April 1996 a council constituted under section 2 of the Local Government etc. (Scotland) Act 1994(2);
in Wales, a new principal council within the meaning of section 21 of the Local Government Act 1972 as substituted by section 2 of the Local Government (Wales) Act 1994(3);”.
