4. These Regulations apply to motor vehicles with at least four wheels (excluding quadricycles as defined in [F1Article 3 of Regulation (EU) No 168/2013 of the European Parliament and of the Council on the approval and market surveillance of two- or three-wheel vehicles and quadricycles as it may be amended from time to time]) which are within category M1 [F2in Article 4(1)(a) of the Type Approval Regulation] and which—
(a)have been manufactured to conform with a vehicle type approval granted pursuant to [F3the Type Approval Regulation]; [F4and]

(c)are not special purpose vehicles as specified in [F6point 5 of Part A of Annex I to the Type Approval Regulation].
