These Regulations amend—
The Trade Remedies (Increase in Imports Causing Serious Injury to UK Producers) (EU Exit) Regulations 2019 (the Safeguarding Regulations);
The Trade Remedies (Dumping and Subsidisation) (EU Exit) Regulations 2019 (the Dumping and Subsidisation Regulations).
Part 1 of these Regulations amends the Safeguarding Regulations. In summary—
regulation 3 amends Part 9 (Transitional Provisions) to prevent a safeguarding investigation being initiated before the United Kingdom administers its own safeguarding remedies;
regulations 4 and 5 make minor and technical amendments to Part 10 and the Schedule.
Part 2 of these Regulations amends the Dumping and Subsidisation Regulations. In summary—
regulations 7, 8, and 9 make minor and technical amendments in Parts 6, 7, and 9.
regulation 10 substitutes Part 12 (Transitional Provisions) to—
prevent a dumping or subsidisation investigation being initiated before the United Kingdom administers its own anti-dumping and countervailing duties;
provide for a transition review to be conducted in relation to a specified EU anti-dumping or countervailing duty if the Secretary of State publishes a determination notice in preparation for the United Kingdom administering its own anti-dumping and countervailing duties;
regulation 11 makes consequential amendments to Part 13 (Transitional provisions relating to the TRA);
regulations 12, 13, and 14 make minor and technical amendments in Schedules 2, 3, and 5.
